The essay analyses the tension that, in Europe, characterizes the relationship between rights and borders and proposes an analysis of the processes of citizenship, sovereignty and construction of political identity through the perspective opened by the right of hospitality. This issue has never been so relevant as it is today, especially if it is the case that the problem posed by the growing phenomenon of migration in democratic and multi-ethnic societies, which are more and more involved in difficult relationships with ‘outsiders’, is bound to reappear, for good or for ill, on the level of social inclusion.
